Elaine was elected as Liberal Democrat Councillor for the City Centre in 2006. Since then she has served on the Health and Wellbeing Scrutiny Committee, and more recently is a member of the Citizenship and Inclusion Scruitiny panel and also a member of the Planning and Highways Committee. Now, retired, she has spent most of her working life in the NHS. She is married with one daughter who is now a teacher.
